Dr. Eugenio Singer is a Civil Engineer with MSc in Nuclear Engineering and a PhD in Environmental and Water Resources Engineering from Vanderbilt University. Dr. Singer is a LEAD fellow from The Rockfeller Foundation and Scientific Assessor of FAPESP the Research Foundation of the State of São Paulo Brazil. He has been a consultant for PAHO, BID, CEPAL and project reviewer of the SEED Initiative. Dr. Singer lectured at the University of Campinas for 10 years. He has a keen interest in Coastal Governance and leads the Pharos Institute as well as many Environmental Consulting firms.
